The M&E and Environmental Analyst will be working under the supervision of  the Head of Climate Change and Environment, UNDP Country Office Senior Management (Deputy Resident Representative and Resident Representative) and the National Project Manager.


M&E and Environmental Analyst Vacancy at UNDP

Promoting Green Transformation in the Pacific towards Net-Zero and Climate-Resilient Development (“Green Transformation”) project is a multi-Country Project funded by the Government of Japan covering four (4) countries in the Pacific namely Papua New Guinea, Samoa, Timor-Leste, and Vanuatu. The overall objective of the project is to support these pacific countries in, among others, accelerating their commitment towards net-zero under the Paris Agreement.

Timor-Leste’s Nationally Determined Contribution (NDC) outlined the country’s commitment to scale-up investment in renewable energy systems to reduce diesel consumption and improve the resilience of rural communities, men and women. The Green Transformation project will contribute to the country’s objective under the NDC to prioritize actions to increase energy security and access in rural communities and use of low carbon technologies. The project will support:

  • Communities that are not yet connected to the national grid with solar lighting that will enable the household members to engage in productive work even in the evenings and for the children to study. It will also provide improved cooking stoves so that their consumption of firewood will be significantly reduced; 
  • The solarization of SAMES (Serviço Autónomo de Medicamentos e Equipamentos de Saúde) so that this critical health facility will have reliable source of electricity to store medicines in the temperature required, strengthen service operations, strengthen its digital systems for inventory management, and save funds in the long run; and
  • Solarization of schools so that the ICT labs can have reliable source of energy to conduct ICT classes in an uninterrupted manner and promote access to digital learning platforms.

Overall the M&E and Environmental Analyst will be working under the supervision of  the Head of Climate Change and Environment, UNDP Country Office Senior Management (Deputy Resident Representative and Resident Representative) and the National Project Manager with the following roles and responsibilities:

Duties and Responsibilities

The M&E and Environmental Analyst will be working under the supervision of  the Head of Climate Change and Environment, UNDP Country Office Senior Management (Deputy Resident Representative and Resident Representative) and the National Project Manager.

The Environment and M&E and Analyst will work closely with the Communication Analyst and GESI Analyst.

Monitoring and Evaluation (M&E) 

  • In consultation with the Project Manager and the project management team develop M&E framework and plans, define project indicators, prepare tools and collect and review monitoring data.
  • Design and implement data collection and reporting protocols linked to project outcome indicators to support routine project progress reporting.
  • Perform field visits as per need to ensure the quality of the data gathered by the project and to verify the accuracy of the reported data.
  • Record, report and analyze data against indicators listed in the Promoting Green Transformation Project Documents against project planned and implementation activities report. 
  • Manage key informant in-depth interviewing, managing survey data collection, reviewing data, preparing data-sets, analyzing quantitative or qualitative data, and report writing.
  • Analyze the outcomes of implementation through data or other evidenced-based sources and provide recommendations as needed.
  • Lead in the management of field monitoring, evaluation design, empirical and statistical analysis, environmental compliance, and management of information systems.
  • Lead in revision of project reports, back-to-office reports, activity implementation reports, visiting sites, meeting with communities and beneficiaries and engaging in written and oral communications with project stakeholders, beneficiaries, grant recipients and local communities to support M&E.
  • Regularly develop M&E reports, update risk matrix and logs, lessons learned logs and organize regular monitoring and implementation progress reporting with key government partners, NGOs and community organizations.
  • Collect and process field monitoring data from each implementation activity to be integrated or updated into results monitoring and tracking frameworks or reports
  • Conduct monitoring and evaluation of environmental and social risks, and corresponding management plans as relevant, monitoring of gender action plan and monitoring of stakeholder engagement plan
  • Develop, prepare present quarterly and annual reports in meeting or workshops with donors, project partners and other stakeholders; and ensure that the reports are in adherence to and compliance with the project Annual Work Plans (AWPs) and M&E framework;
  • Develop monitoring of milestones and key accomplishments of the project;
  • Liaise with the communication team for all project communication related issues; and in organizing of special or significant activities or events such as launches of project publications, donor engagement meetings/joint monitoring visits, project inauguration, workshops, etc.

  Environmental assessment and reporting 

  • Conduct field visits for environmental site assessment and collection of field data.
  • Develop and submit Environmental and Social Management Plan (ESMP), Environmental Impact Statement (EIS) and Environmental Management Plan (EMP) as per UNDP’s Environmental and Social standards and policy; and the national environmental laws or regulations.
  • Develop risk register for tracking, monitoring and managing project risks as listed or given in the Promoting Green Transformation Project Document.
  • Regularly conduct site assessment and monitoring of project activities with regards to safety and environmental aspects and other related activities; and ensure project activities to be in compliance with UNDP’s Social and Environmental Standards, EIS and EMP plans established for the Project.

Required Skills and Experience

Education:

  • Advance university degree (Master’s degree or equivalent) in social science or economy, preferably in communication, economics, international development or international relations, development studies, statistics, management or other closely related disciplines is required.
  • A first-level university degree (Bachelor’s degree) in social science or economy, preferably in communication, economics, international development or international relations, development studies, statistics, management or other closely related disciplines in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master´s degree.

Experience:

  • Up to Two (2) years (with Master’s degree) or minimum 2 years (with Bachelor’s degree) in project Monitoring and Evaluation relating to environment, gender, international development and construction science.
  • Experience in creating or developing monitoring and evaluation report for project performance including identification of improvement elements based on site assessment, lesson learnt, risk and opportunities is an asset
  • Experience in writing informative with quantitative and qualitative analysis in a graphical data presentation and report is an asset
  • Excellence in reviewing, and analyzing site collected and processed data for qualitative and quantitative reporting progressively, annually and final phase of project activities is an asset
  • Experience in collecting, processing, tracking, and managing site or process data for analysis and reporting is an asset
  • Experience in managing multiple tasks with knowledge of prioritizing task level from critical to non-critical
  • Knowledge in or familiar with UNDP’s Monitoring and Evaluation strategic plan, requirements, and policy 
  • Knowledge in designing Monitoring and Evaluation system and conducting evaluations and familiar with UNDP Monitoring and Evaluation system and protocol
  • Familiar with Monitoring and Evaluation tools and methodologies 
  • Strong knowledge and skills in development and implementing strategic engagement or communication
  • Experience working in Timor-Leste is an added advantage

Required Languages:

  • Fluency in English and Japanese is an advantage but not as requirement.
