The incumbent of this temporary assignment will be working in the ILO Decent Work Team and Country Office for the Andean Countries in Lima, Peru (DWT/CO-Lima). The DWT is composed of various technical specialists that provide advisory services and technical assistance to ILO constituents. The countries covered by the Office are Bolivia, Colombia, Ecuador, Peru, and Venezuela.


The main role of the incumbent of this temporary assignment is to provide technical support to activities planned to strengthen and enhance the application and dissemination of International Labour Standards in member States at all levels. The incumbent is responsible for providing technical support, including with respect to communications with ILO constituents and capacity building activities.


The incumbent works under direct supervision of the Director of the DWT/CO-Lima and will receive technical guidance and advice from the International Labour Standards Department (NORMES) at headquarters. 

Description of Duties

  • Provide technical support to the DWT/CO-Lima in the areas of International Labour Standards.
  • Respond to requests for information and guidance on International Labour Standards. Draft communications and provide support with follow-up actions, as and when appropriate, including support to governments to comply with their reporting obligations in a timely manner in accordance with articles 19 and 22 of the Constitution and take appropriate measures to follow up on the comments of the ILO supervisory bodies.
  • Participate in the identification of capacity development needs of constituents in relation to International Labour Standards and make proposals on how to address them. Prepare related training and learning materials and activities in collaboration with the International Training Centre in Turin (ITC-ILO) and/or with other relevant partners as applicable. Deliver training to diverse audiences using innovative methods and communication tools and leveraging the use of digital technologies. Participate in knowledge sharing activities.
  • Organize, assist in and/or facilitate meetings and other events in the areas of International Labour Standards, including proposing agenda items, identifying participants, preparing technical materials, proposing facilitation techniques, preparing and delivering presentations, drafting summary reports and monitoring follow-up. 
  • Commission research, draft terms of reference for research consultants and monitor and coordinate their work in the area of International Labour Standards. 
  • Provide technical input into the development, peer review and editing of policy briefs, working papers, reports, publications and other knowledge products and contribute to their dissemination. Provide evidence-based technical content for social media, digital and other knowledge-sharing tools and platforms, with a view to reaching broad and diverse audiences.
  • In collaboration with the labour law specialist and with the advice of the International Labour Standards and Governance and Tripartism departments, provide inputs in the analyze labour law bills as required by the ILO and formulate comments in order to participate in the drafting process for such bills.  
  • Contribute to the formulation of strategies and policies relevant to International Labour Standards, including providing technical inputs to components of UN and other development cooperation frameworks, in response to the demand from Member States.
  • Integrate gender equality issues in all activities related to international labour standards.
  • Perform other relevant duties as assigned.

Required qualifications

Education

Advanced level university degree (Master’s or equivalent) in law. A first-level university degree (Bachelor’s or equivalent) in the afore-mentioned field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least five years of experience in labour rights, labour relations systems and social dialogue institutions and procedures. Experience with the procedures for the adoption of international labour standards, supervision of their application and the practice of ILO supervisory bodies would be an advantage. Experience of relevant work in Andeans regions will be considered as an advantage.

Languages

Excellent command of Spanish and working knowledge of English.
