WFP is hiring a Junior Consultant Communications & Reporting Officer


The incumbent will support the Partnerships, Reports and Communications (PRC) unit on all issues related to communications and reporting under the Head of unit’s supervision in close collaboration with the Communication & Reporting Assistant, other CO units and Sub Offices. The incumbent will be based in Brazzaville, RoC, and will be expected to travel to the field as required.

Standard Minimum Qualifications

Education: Advanced University degree in Communications, Journalism, Political Science, Information Management, Business Management, Social Sciences or other relevant field.

Experience: Three years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

Knowledge & Skills: Specialised knowledge of communications, information management best practices, techniques and processes with some understanding of the basic theoretical background. Strong written and oral communication skills, including substantive analysis and report writing skills. Able to supervise and support more junior and/or less experienced members of the team. Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

Languages: International Professional/Fluency (level C) in English and Intermediate knowledge (level B) of French

Organizational Context

The World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. WFP Republic of Congo (RoC)’s Country Strategic Plan (CSP) 2019-2024 aims to support the Government in reaching the National Development Plan (2022-2026)’s goals through five Strategic Outcomes.

In contributing towards SDG 2 (Zero Hunger), strategic outcome 1 focuses on meeting the basic food and nutrition requirements of those affected by shocks through unconditional and/or conditional food and nutrition assistance. WFP assists refugees, children under 5, pregnant and lactating women, flood-affected people and vulnerable households in urban areas. Strategic outcome 2 aims to complement and support national social protection interventions through the provision of nutritious school meals to school children and technical support to the Government. This is implemented in line with the National School Feeding Policy (2016) which was developed with WFP. Through strategic outcome 3, WFP and partners enhance the resilience of local communities by strengthening the capacity of smallholder farmers and encouraging market-oriented and climate-resilient livelihoods. Working towards SDG 17 (Partnerships for Development), strategic outcome 4 and 5 focus on sharing knowledge, expertise and technology to support country efforts to achieve the SDGs. This is achieved through the provision of on-demand logistics common services for national humanitarian and development actors.

The incumbent will support the Partnerships, Reports and Communications (PRC) unit on all issues related to communications and reporting under the Head of unit’s supervision in close collaboration with the Communication & Reporting Assistant, other CO units and Sub Offices. The incumbent will be based in Brazzaville, RoC, and will be expected to travel to the field as required.

Job Purpose

Contribute to advocacy and communication strategies development and implementation in support of WFP’s visions for both its development and emergency programmes – Coordinate with local and international media – print, TV, radio, web – to help elevate WFP’s brand and reputation; – Ensure the availability and readiness of all services necessary for the proper implementation of the advocacy and communication strategies. Draft terms of reference for tenders, as required; – Gather new content and produce multimedia content for use on traditional and social media platforms and printed materials, while ensuring consistency with corporate messages, branding guidelines and donor visibility requirements. This includes photos, videos, motion graphics and graphic design for printed materials. As necessary, work with WFP partners to coordinate content gathering and production of content. – Produce, update and ensure the dissemination of communication materials (visibility items for the field or events, human interest stories, press releases, Factsheets, internal monthly newsletter, infographics highlighting operational achievements…) – Design and implement the social media plan in order ensuring that digital communications reflect the diversity of activities carried out and beneficiaries assisted, in collaboration with the Communication & Reporting Assistant.

Other Job Purpose

Contribute to the preparation of briefs, presentations and talking points for senior decision makers (Country Director, Regional Bureau and other key internal stakeholders) as required – Assist the Head of Unit in the preparation of the Annual Country Report (ACR) in collaboration with the Country Office Programme, Monitoring & Evaluation, Supply Chain and Resource Management functions – Assist the Head of Unit in the preparation of advocacy documents for resource mobilisation, funding proposals and donor reports by collating relevant information and data from media and local internal and external sources.
