The Global Education Monitoring Report (or GEM Report) is an editorially independent, authoritative, and evidence-based annual report that monitors progress in education in the Sustainable Development Goals (SDGs), which have been adopted as part of the 2030 Agenda for Sustainable Development.

A. Background

The Global Education Monitoring Report (or GEM Report) is an editorially independent, authoritative, and evidence-based annual report that monitors progress in education in the Sustainable Development Goals (SDGs), which have been adopted as part of the 2030 Agenda for Sustainable Development. The Report is funded by a group of governments, multilateral agencies and foundations and published annually by UNESCO to serve the international community. It is widely recognized as an indispensable advocacy and technical tool supporting the achievement of SDG 4, which aims to ensure “inclusive and equitable quality education” and promote “lifelong learning for all” by 2030. With its renewed mandate, established in the Incheon Declaration of the World Education Forum in May 2015, the GEM Report series identifies effective education policies and analyses major education related themes. 

In addition to the Global report, a series of outputs serve the GEM Report’s objectives, including: 

  • Gender report; 
  • Regional reports, which explore the theme of the global report in more depth in a particular region to create stronger policy impact; and
  • PEER, a website with documents the main laws and policies that characterize each country’s approach on the theme of the global report, as well as on selected other education issues.

B. Objectives

The GEM Report has a recurring need for consultants to ensure research for the themes analysed in its global, regional and gender reports and for the PEER country profiles, maintain a consistent high quality in terms of accuracy, relevance, timeliness, and novelty. Under the supervision and guidance of the Senior Policy Analyst (Thematic Lead), the consultant will be asked to contribute to the preparation of different outputs as specified here below.

Global report 

  • Provide research inputs to the global report, 
  • Support the commissioning process of background papers and provide feedback on drafts.

Regional reports

  • Provide research inputs to the regional report (e.g. quantitative and qualitative data analysis, literature review, drafting),
  • Support the commissioning process of background papers and provide feedback on drafts,
  • Reach out to partners and structure their engagement,
  • Provide advocacy, dissemination and strategic impact suggestions.

Gender report

  • Provide research inputs to the gender report (e.g. quantitative and qualitative data analysis, literature review, drafting),
  • Support the commissioning process of background papers and provide feedback on drafts.

PEER 

  • Support the development of PEER profiles on specific themes, drafting country profiles on legislation, strategies, policies and programmes, 
  • Support the mapping of profiles to develop qualitative indicators of legislative and policy trends,
  • Support the internal review,
  • Support the external review by establishing and maintaining contacts with relevant actors.

C. Required skills and experience

Essential:

  • Master’s degree in Economics, Social Policy, International Studies and/or related areas,
  • Substantial previous experience of qualitative research,
  • Excellent analytical skills,
  • Excellent knowledge (written and spoken) of English.

Desirable:

  • A relevant PhD,
  • Publications on social policy topics relevant to the areas of focus of the GEM Report,
  • Knowledge of another official language of UNESCO (Arabic, Chinese, French, Russian or Spanish).
