Project Context and Scope
The UN established a Network on Migration (Network) to ensure effective, timely and coordinated system-wide support to Member States to implement, follow-up and review the Global Compact for Safe, Orderly and Regular Migration (GCM). The GCM recognizes that well-governed migration contributes to positive development outcomes in countries of origin, transit and destination, and affirms the 2030 Agenda’s principle to leave no one behind.
The Network consists of members of the UN system for whom migration is of relevance. The Network operates with IOM as the Coordinator, and an Executive Committee (EC) which provides overall guidance and sets strategic priorities. A Network Secretariat has been established to support the work, under the overall authority of the Director General of IOM, who serves as the Network Coordinator.
The European Commission (DG INTPA) has decided to support IOM in its capacity of Coordinator of the Network, in particular in the roll-out of the strategic deliverables of its workplan which including enhancing capacity building efforts for GCM implementation, follow up and review in countries and regions and, supporting a Knowledge Platform and a Connection Hub. Through the EU-UN Migration Capacity Building (BMP) Programme, the Network is providing joined-up capacity building support.
Organizational Department / Unit to which the Consultant is contributing:
The Category A Consultant will work under the direct supervision of the Project Officer, and in close collaboration with the Senior Programme Manager and the Senior Strategic Communications Coordinator in the UN Network on Migration Secretariat in Geneva. In addition, the Consultant, through the Secretariat, will coordinate closely with the EU, Governments, Stakeholders and UN Networks in countries supported by the BMP programme. The content collected by the Consultant will be aligned with the Network’s advocacy efforts and its global communications strategy.
Core Functions / Responsibilities:
Tasks to be performed under this contract
The Category A Consultant will support the implementation of the communication and visibility (C&V) plan for the BMP progamme.
- Ensure compliance with the Network and programme’s brand identity and templates, as well as the EU visibility requirements for external actions;
- Curate the programme webpage on the Network website and EU/DG INTPA website;
- Design and promote information material on the work of the programme at global, regional and country level;
- Support the design and production of merchandising as needed for events and meetings at global, regional, and/or country level;
- Feed good practices and lessons learned from programme implementation into the Migration Network Hub to support peer-to-peer learning;
- Collect and promote storytelling and human-interest stories (in various formats);
- Ensure visibility for programme events and substantive materials produced by the Network workstream on Supporting Member States and UN implementation for the GCM;
- Draft and publish think pieces such as blogs, articles and position papers on capacity development for good migration governance & sustainable development;
- Oversee the publication of statements, press releases, updates, and/or talking points related programme activities;
- Design social media campaigns around key events or commemoration days;
- Support media workshops on GCM implementation for journalists and bloggers;
- Any other duties as may be assigned to achieve project objectives.
Performance indicators for evaluation of results
- Tasks are completed on time.
- Effecitve coordination with internal and external partners, including those in countries supported by the programme.
- Compliance with EU visibility requirements.
- Products approved by Project Officer, Senior Programme Manager, and Senior Strategic Communications Coordinator.
Required Qualifications and Experience:
Education, experience and/or skills required
- Advanced university degree from an accredited academic institution in journalism or international relations.
- At least two years of experience (or five years of experience for candidates with 1st level university degree) in media/communication. Focus on migration is an advantage.
Experience
- Experience in developing media and communication strategies, tools and products.
- Experience in digital content creation, including photography, videography, graphic design and editing.
- Experience in building public information capacities of staff and external stakeholders is an advantage.
- Exposure to IOM’s institutional setting and or other international organizations is an advantage.
Skills
- Demonstrated high competency as a writer and editor in English. French and Spanish language skills are an advantage.
Languages
- IOM’s official languages are English, French, and Spanish.
- For this position, fluency in English is required (oral and written). Working knowledge of French and Spanish is an advantage.
- Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

- The successful candidate may be required for some travel.
