This is a temporary assignment with a duration of three months. The selected candidate will be locally recruited. The ILO may only offer a contract to persons who have a valid residency status in Switzerland or neighbouring France.

Introduction

The position is located in the Inclusive Labour Markets, Labour Relations and Working Conditions Branch (INWORK) within the Conditions of Work and Equality Department (WORKQUALITY). INWORK strives to improve the working conditions and the protection of workers through effective policies, while contributing to achieving an inclusive labour market which provides access to quality employment for all, including sound labour relations. More specifically, the Branch is responsible for: undertaking multi-dimensional analysis of workers’ protection, vulnerability at work and labour market institutions, including the impacts on labour markets and economic performance and on equality. In doing so, it develops and, upon request, offers integrated policy advice which is responsive to national needs, priorities and resources. In addition to working time and work organization, INWORK is in charge of wages and incomes, labour relations and collective bargaining, the diversity of contractual arrangements, employment protection in its economic dimension, work in the digital economy and the protection of workers’ personal data. INWORK also leads two transversal policy areas in the Office: formalization of the informal economy and decent work for domestic workers.

The position is part of the team working on working time and work organization. A major component of these activities in the coming months and years will be the implementation of the conclusions of the second recurrent discussion on labour protection held at the June 2023 session of the International Labour Conference. The primary task of the incumbent of this position is to contribute to these efforts in developing the ILO knowledge base on working time and work organization arrangements, including telework, as detailed in the specific duties listed below.

The Technical Officer will contribute to the work relating to the delivery of outputs for, in charge of working time and work organization.

The incumbent of this position will be working in the Working Conditions Group of INWORK and will report to the Senior Working Time Specialist.

Specific Duties

Undertake policy-oriented research and analysis that takes into account gender and diversity considerations in the area of working time, including as needed the diversification of working time arrangements and their impact on workers’ wellbeing and business productivity, flexible working, ways to protect workers’ disconnection from the digital work environment, working time issues affecting workers on digital labour platforms, etc.

Undertake policy-oriented research and analysis that takes into account gender and diversity considerations in the area of work organization, with a focus on the development of telework and hybrid work in the post-pandemic era.
Analyse statistical data to support research related to working time and work organization.
Draft and/or provide technical input into the development of policy briefs, working papers and other knowledge products and contribute to their dissemination.

Perform other relevant duties as assigned.

Required qualifications

Education

Experience

At least five years of relevant experience in the field of labour protection. Prior experience relating specifically to working time or work organization including telework would be an asset. Prior experience with the ILO or another international organization would be an advantage.

Languages

Excellent command of one working language (English, French, Spanish) of the Organization. Good knowledge of a second and third working language of the ILO would be an asset.

Good knowledge and understanding of theories, trends and approaches in the areas of working time and work organization. Good research and analytical skills. Good communication skills, both written and verbal.
