Project Description
The purpose of the five-year USAID Climate Resilient (CR) Water, Sanitation and Hygiene (WASH) Activity is to support accelerated access to inclusive and resilient WASH services targeting lowlands areas.
The Activity will be based in Ethiopia and target the lowland areas of Afar, Oromia, Somali, and Southern Nations, Nationalities and Peoples Region (SNNPR).
The Activity will work to fulfill this purpose through four complementary intermediate results:
- Professionalize and expand climate-resilient water services;
- Increase sustainable access to and use of sanitation and hygiene products and services, including for menstrual health and hygiene;
- Improve gender power dynamics;
- Strengthen the enabling environment for climate-resilient water and sanitation services.
Position Description
RTI is seeking a Human Resources (HR) Manager in Ethiopia for the recently awarded USAID CR WASH Activity. The HR Manager will be responsible for the management and coordination of HR processes development and implementation, staff relations, and other operational support services.
This position will be based in Addis Ababa, Ethiopia and will report to the Finance and Operations Director. This position will also coordinate closely with the RTI Africa Regional Office for support as necessary.
Responsibilities
- Provides HR operations support for the activity including compensation and benefits management, HR information management, performance management, conflict resolution, HR communications, regulatory filings, and personnel file compliance.
- Organizes and manages recruitment processes for full-time and STTA positions including developing and finalizing job descriptions, advertising vacancies, screening candidates, scheduling and participating in interview panels, supporting reference checks and completion process, and processing documentation for offers and deployment per HR policy guidelines.
- Reviews, disseminates, and ensures full compliance of HR policy guidelines and country employee handbooks in tandem with local labor laws, USAID rules and regulations, RTI policies, values, ethics, procedures, and strategies.
- Respond to HR and recruitment needs across the regional offices in coordination with local partners for the activity.
- Ensures the effective onboarding of newly hired staff and facilitates ongoing training as appropriate.
- Advises activity leadership and staff on effective talent management practices, including RTI’s Dynamic Development program.
- Delivers and supports employee engagement and motivational activities.
- Supports benchmarking of compensation.
- Conducts exit interviews.
- Coordinates and works with other RTI HR partners as needed.
Qualifications
- Bachelor’s Degree and 8 years of experience, Master’s degree and 6 years of experience, PhD and 1 years of experience, or equivalent combination of education and experience.
- Demonstrated knowledge of HR policy, local labor laws, legal resources and the rules and regulations of donor-funded organizations; experience on USAID projects strongly preferred.
Knowledge, Skills, and Abilities
- Familiarity with international development systems and policies (USAID experience preferred).
- High degree of professionalism, discretion, and cultural sensitivity.
- Strong negotiation skills with ability for partnership and collaboration.
- Strong communication and interpersonal skills (including in writing, presentations, oral discourse) across diverse groups and perspectives.
- Strong attention to detail, accuracy, and organizational skills with ability to be flexible and work well under pressure in a multi-tasking environment.
- Excellent knowledge of MS Word, Outlook, PowerPoint, Excel and HR systems.
- Proficiency in English is required; proficiency in one or more local languages strongly preferred.
- Ability to work throughout Ethiopia and in difficult terrain/conditions at times.
