Under the direct supervision of and guidance by the Project Manager, the Project Junior Officer will be part of the Building Capacity for Social Risk and Impact Management in Agricultural Finance in Africa project team and assist the overall project activities by providing technical support and contributing to the expected project outcomes. The project works with the Africa Agriculture and Trade Investment Fund to develop and test an assessment method for determining the social, environmental and development impact of investments of the Fund in Africa. The work requires travel to West Africa to visit potential and to monitor progress of existing project partners. There is a possibility to relocate the position to West Africa.
The incumbent will also be part of the Social Finance focal point team. As office-wide focal point, SFP initiates and coordinates work linking finance to decent work. He/she will support a new work stream on sustainable investing.

Specifically, the Social Finance Unit aims at:
- Analyzing financial needs of specific ILO target groups (youth, women, smallholder farmers, disabled, informal sector operators etc.) that are normally outside of the commercial financial market or have difficulties to stay in it;
- Assessing and strengthening the delivery and outreach capacities of financial intermediaries like microfinance institutions, Savings and Credit Cooperatives, SME banks, investment funds, commercial banks, and others to ensure that they reach specific target groups with appropriately designed and delivered services;
- Review the financial infrastructure and policy environment to identify market failure and suggest options on how to overcome distortions and market failures effectively;
- Improving the knowledge base on the impact and efficiency of financial service providers especially in regard to changes in impact of clients and financial performance;
- Enhancing savings mobilization, empowerment and equity in market access;
- Integrating decent work concerns in the design and implementation of financial sector policies.
Reporting lines: The incumbent will receive direct supervision from the Project Manager of the Building Capacity for Social Risk and Impact Management in Agricultural Finance in Africa project.
Description of Duties
- Carry out a range of activities for the effective implementation of project objectives, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country-action plans, and administrative and financial procedures.
- Collaborate with project partners in the design, implementation, monitoring and evaluation of activities, in coordination with the relevant ILO Office/s and HQ. This will be achieved by delivering timely support, and assistance to project and administrative teams and colleagues on financial, human resources and ILO regulations and procedures.
- Liaise on operational matters related to the project with different stakeholders from governments, workers’ and employers’ organisations, UN agencies, and non-governmental organisation.
- Undertake missions relating to project implementation including assisting in: preparation and participation in due diligence visits of new project partners; monitoring visits of existing project partners; participation and representation of the ILO in relevant events of project funders; preparation and participation in training events with project partners.
- Assist the on-going monitoring of project partners and draft monitoring reports including quarterly and annual report of the project funder.
- Collaborate closely with relevant ILO programmes and projects, ILO units and responsible ILO offices and DWTs as appropriate to obtain technical inputs and share good practice and lessons learned.
- Support implementation of rapid appraisals and other research-related activities with project partners.
- Support general project implementation as requested by project manager.
- Contribute to the Social Finance focal point team with background research on sustainable investing.
- Support formulation of new projects and assist in the unit’s fundraising efforts for sustainable investing.
- Undertake other duties as required
Required qualifications
Education
- First level degree in the relevant field. An Advanced university degree in Economics, Social Sciences, Environmental Sciences, Agricultural Economics, or similar would be an advantage.
Experience
- Three years of relevant professional experience including two years at the international level.
Languages
- Excellent knowledge of English and French.
