SG&R’s Water portfolio has delivered innovative, breakthrough solutions in key development sectors globally, including water sector governance, water, sanitation, and hygiene (WASH) services, water resources management, community engagement, urban resilience, and institutional capacity building.  

Project Description 

The purpose of the five-year USAID Climate Resilient (CR) Water, Sanitation and Hygiene (WASH) Activity is to support accelerated access to inclusive and resilient WASH services targeting lowlands areas. 

The Activity will be based in Ethiopia and target the lowland areas of Afar, Oromia, Somali, and Southern Nations, Nationalities and Peoples Region (SNNPR). 

The Activity will work to fulfill this purpose through four complementary intermediate results: 

  1. Professional and expand climate-resilient water services;
  2. Increase sustainable access to and use of sanitation and hygiene products and services, including for menstrual health and hygiene;
  3. Improve gender power dynamics;
  4. Strengthen the enabling environment for climate-resilient water and sanitation services.  

Position Description 

RTI is seeking a Partner Engagement Manager for the recently awarded USAID CR WASH Activity in Ethiopia. The Partner Engagement Manager will be responsible for strengthening capacity of local subcontractors and grantees to comply with USAID rules and regulations and RTI policies and procedures.  

The Partner Engagement Manager will be based in Addis Ababa, Ethiopia and report to the Finance and Operations Director. 

Responsibilities

  • Build capacity of CR-WASH local partners to understand USAID financial and administrative reporting rules and requirements.  
  • Review grant, procurement, and subcontract files for compliance with RTI and USAID requirements including supplier/grantee identification, source justification, and price reasonableness. 
  • Support CR-WASH local partners in submitting timely and accurate financial and administrative reports to RTI by answering local partner questions, reviewing documentation prior to submission, and providing overall guidance.  
  • Develop and deliver training on grants, procurement, and project management to local subcontractors and grantees, in conjugation with the RTI regional and CR WASH office.  
  • Provide quality assurance of all grant packages submitted for approval the regional office and USAID. 
  • Support and execute innovative partnerships and co-ordination with local orgs, and/or local/and regional authorities and other entities. 
  • Performs other duties assigned by the supervisor.  

Qualifications

  • Bachelor’s Degree and 8 years of experience, Master’s degree and 6 years of experience or equivalent combination of education and experience. 
  • Lowland experience is preferred.  
  • Demonstrated experience supporting local NGOs/ CSOs or private sector entities in Ethiopia.  

Knowledge, Skills and Abilities   

  • Demonstrated experience supporting a donor-funded program; USAID programming strongly preferred.  
  • Strong organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting.  
  • Experience with USAID regulations highly preferred.  
  • Ability to meet deadlines and work independently and cooperatively with team members. 
  • Prior experience coaching or mentoring organizations or junior-level staff preferred.  
  • Proven ability to work under pressure, and with multiple concurrent demands.  
  • Excellent writing and communication skills in English; proficiency in one or more local languages strongly preferred. 
  • Experience with advising on the financial aspects of partnerships, invoicing, budget management, and forecasting. 
  • Proficient in Microsoft Office and SharePoint. 
  • Ability to travel extensively and regularly in the lowlands of Ethiopia.
