AREA OF EXPERTISE

International consultant to support the review of the national Infection Prevention and Control (IPC) guidelines.

PURPOSE OF CONSULTANCY

Overall objective of the consultancy is to provide technical assistance and guidance to the MOH in revising the current national IPC guidelines in harmony with WHO latest evidence-based recommendations.

BACKGROUND

Disease outbreaks have demonstrated how epidemic-prone pathogens can spread rapidly through health care facilities, communities, and across borders. This has highlighted the significant gaps and inefficiencies in the implementation of infection prevention and control measures, and it has exposed the need to maintain essential health services while ensuring the safety of both patients and health care workers. In response, WHO AFRO developed guidelines for minimum requirements for IPC programmes to implement sustainable IPC programmes in accordance with the core components of IPC based on the WHO guidelines on minimum requirements focusing on the first 3 core components of IPC (IPC programmes, National and facility level IPC guidelines, IPC education and training).

This indicates a need to review the existing guidelines to be in line with the WHO recommendations for comprehensive IPC guidelines that are not diseased focused. Consequently, the MOH has requested WHO support to review of the national IPC guidelines to be in line with the WHO recommendations.

DELIVERABLES

The consultant will:

1.       Produce and present an inception report within one week of signing of the contract

2.       Complete a desk review of existing literature, documentations, and reports to understand local context that will serve as a benchmark for curriculum development.

3.       Report of familiarization visit to health facilities and consultation meeting with stakeholders and present recommendations for inclusion.

4.       Reviewed national IPC guidelines which are in harmony with WHO recommendations and usable in the Kingdom of Eswatini

5.       Produce a final report on the comprehensive review

6.       Prepare a Slide presentation of the guideline to MOH and WHO

QUALIFICATIONS, EXPERIENCE, SKILLS AND LANGUAGES

Educational Qualifications

  • Essential: Master of Public Health or any advanced health-related degree. 
  • Essential: Post-graduate specialization qualification in IPC

Experience

  • Essential: 7 years’ minimum professional experience in evaluation, review, and development of national guidelines
  • Essential: 7 years’ minimum technical experience in IPC implementation at country level

Skills / Knowledge

Essential:

  • Sound knowledge and experience with national IPC programming.
  • Excellent analytic and writing skills
  • Very good writing, presentation, documentation, and data analysis skills.
  • IT skills (Basic Excel, Word, PowerPoint)
  • Excellent command of MS-Office

Languages and level required

  • Essential: Expert knowledge of English

6.       LOCATION

  • Mbabane, Eswatini.

7.       TRAVEL

  • The Consultant is expected to travel to Eswatini for the duration of the Consultancy from October 2023.

8.       REMUNERATION

  • Scale: Band B P4
  • Monthly Rate: $8500/month
  • Currency: USD
  • Applicable DSA (daily subsistence allowance)
  • Duration: 1 month (30 days)
