This position is located in the Office of the Director (DO), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the overall guidance of the Director of the Division for Operations (DO), and the direct supervision of the Deputy Director of DO.

Responsibilities

The Office of the Director is responsible for providing support and advice to the Director of the Division for Operations in matters related to the financial, administrative and human resources management of the Division’s offices at field and headquarter locations. The Office of the Director also carries out coordinating and cross-cutting functions and provides guidance and advice on strategies and processes for consistent delivery of technical assistance and management of UNODC field operations. Under the direct supervision of the Deputy Director, the Programme Officer (Management Support) will be responsible for the following specific duties:

• Conduct complex financial information/data analysis of UNODC field operations and prepare reports to facilitate management decision-making; identify problems and issues to be addressed and develop proposals.
• Ensure review and oversight of programmes and projects and be the director’s level focal person for the Programme Review Committee (PRC) and the Umoja IPMR (Integrated Planning, Management and Reporting) system; including advice to programme managers at headquarters and field on programme development, monitoring and reporting.
• Coordinate activities related to corporate planning and reporting (programme budget preparation and submissions, UNODC Strategy, Senior Managers’ Compacts, Division’s programme performance and workplan reporting; financial statements, etc.) and prepare related documents/reports; review, analyse and finalize budget proposals.
• Monitor budget implementation and review post management reports regularly to ensure compatibility with programme priorities and objectives, taking into account the most effective use of resources; identify deviations from plans, initiate corrective actions and ensure follow-ups; identify areas of potential savings or overruns and make recommendations to management; act as Certifying Officer under Financial Rule 110.4; be focal person for divisional Regular Budget management.
• Support coordination of inputs and responses to the Office of Internal Oversight Services, the Board of Auditors, the Joint Inspection Unit and other oversight bodies and draft consolidated and consistent replies for management approval; monitor the implementation of audit and evaluation recommendations relating to the work of the Division at headquarters as well as in the field.
• Act as alternate focal point for Enterprise Risk Management (ERM). In this context, provide guidance to Field Offices and DO sections to prepare Risk Register and related Treatment and Response Plans; participate in the periodic meetings of ERM focal points, prepare DO input for ERM reports.
• Coordinate and draft inputs for the preparation of various consolidated reports to the Commission on Narcotic Drugs (CND), the Commission on Crime Prevention and Criminal Justice (CCPCJ), Economic and Social Council (ECOSOC) and the General Assembly (GA) and other legislative and technical bodies.
• Provide advice and guidance on complex budgetary, financial and human resource management issues; provide proposals for improvements in workflow and delegation of authority.
• Participate and represent the Division in inter-divisional task forces and meetings on budgetary, human resources, administrative and operational issues.
• Act as focal point for the Division on various matters related to the Integrated Planning, Management and Reporting (IPMR) system in Umoja, UN reform, inter-agency cooperation and other areas as required.
• Guide and supervise staff and temporary personnel of the section in their work areas and provide advice to Division colleagues on administrative and budgetary matters.
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Support Division for Operations’ Deputy Director in monitoring overall performance management.
• Support in preparing/compiling strategic DO documents for senior management as required and other related tasks.
• Perform other work-related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, or a related field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible professional experience in project or programme development, management, technical cooperation, financial management, administration, or related area is required.
  • At least three years of relevant work experience implementing projects in developing countries is required.
  • Work experience with an ERP system (for example SAP/Umoja) and an Integrated Planning, Management and Reporting (IPMR) system is desirable.
  • Work experience with organizational management and processes is desirable.
  • Experience within the United Nations system or similar international organizations is desirable.
  • Experience in data analytics or related area is desirable.
